Referendums Part 1: Technical colleges in Wisconsin are at a crossroads — aging facilities, changing workforce needs, and rising costs are pushing us to think differently about how we invest in our campuses. In this session, Access, Opportunity, Impact, President Baerwald will share Moraine Park’s experience leading a successful $55 million referendum, including what worked, what was learned, and what to consider if your college is exploring this path. This isn’t just about buildings—it’s about creating opportunities for students, supporting employers, and strengthening our communities. We’ll also talk about the important role trustees play in asking the right questions, understanding the impact, and helping guide these decisions for long-term success.

As institutions navigate rapid technological advances, evolving workforce demands, enrollment shifts, and increasing mental and operational strain, effective leadership requires both bold vision and thoughtful stewardship. This year’s Congress will explore strategies that balance innovation with institutional well-being, governance with empathy, and transformation with purpose—equipping leaders to make informed decisions that strengthen their colleges and the communities they serve. |
